The Women-Owned Small Business (WOSB) federal contract program was designed almost 25 years ago to provide greater access to federal contracting opportunities for WOSBs by allowing contracting officers to set aside specific contracts for certified firms. Congress established a 5-percent government-wide goal for awards to WOSBs. Since that time, the business landscape has changed dramatically with women starting more businesses and employing more workers than ever before. Yet, it took almost two decades for the federal government to reach the WOSB goal, achieving it for the first time in 2015. And it continues to be a challenging goal for many to meet.
